The Book of Order requires that "Meetings of governing bodies, commissioners, and committees shall be conducted in accordance with the most recent edition of Robert's Rules of Order, except in those cases where this Constitution provides otherwise." A handy resource for commissioners to General Assembly is called "Parliamentary Procedures in the Presbyterian Church (U.S.A.)." It is a quick guide to the procedures used at General Assembly.
